PAY NEGOTIATIONS


You will all likely be aware that news on the 2024 pay negotiations has dried up in unison with the debacle that the States now find themselves in with the Teachers Unions over the 2023 and 2024 pay offers. We can assure you that as a committee we remain dedicated to obtaining the best deal possible for our members and we have secured a further meeting with the States Employment Board on Monday 12th January. The original offer made to by the SEB was a consolidated 7% for 2024, some 3.1% below the RPI for 2023. We have made it clear that this is not an offer which we would recommend to the membership and we have provided them with a suggestion for an offer we would reccommend. Rest assured, whatever final offer is made, it will be put to the membership to vote upon. We hope to update you further soon



FRIENDS AND LEGAL ADVICE

We would like to remind and encourage you all to seek assistance of a Police Association Friend, who are there to advice and support you should you be subject to a formal complaint, an internal disciplinary procedure, or procedures relating to your performance and / or attendance. Both PSD and your Supervisors should be reminding you of the above should any of these situations occur. What if I need a lawyer? In the event that you are served with papers indicating that you are being investigated by the Professional Standards Department: a. for a disciplinary matter and or b. being investigated for a criminal offence, contact any Committee member of the Police Association for initial advice. They will assist with advice and can act as an intermediary between you and PSD.



If it is established that you are eligible for legal assistance, we will need to contact the Insurer to activate the Policy. The details of exactly how this works can be found here.



If you are to be interviewed at very short notice for a criminal offence, our Insurer has agreed for legal advice to be arranged without their prior consent. We are in the process of setting up a procedure for the provision of this, which will share with you all shortly

COMPLAINTS LAW UPDATE


After more than 12 months of persistent and unwavering resistance, the Association have achieved a significant victory with regards to the proposed Complaints Law. Those of you who attended our AGM will recall the Association President publicly requesting the Minister commit to consulting with us to ensure that our concerns were heard and considered – she refused. As a result, James Le Cornu engaged with the Scrutiny Committee who were due to review the draft. He highlighted that the proposed legislation allowed Acting Inspectors to dismiss Officers for minor misconduct and an appeals process which provided only one route of resolution (through the Royal Court) regardless of the severity of the sanction. These concerns were communicated back to those responsible. It was subsequently assessed that without Association support, the legislation would face significant resistance in the States Assembly. As a result, this proposed legislation has been returned to the drafters for rectification. We have been assured that our concerns will finally be taken on board and we hope to see an updated version in due course. For those of you who believe that the Association is a toothless beast, please see this as evidence that we do have the ability to effect real change and protect our members at the highest levels.



Reminder on overtime


Remember your entitlements and understand that

whenever you work beyond your standard hours,

you are entitlted to specific rates of pay. On

occasions, you may be given an opportunity to

volunteer for overtime at rates which differ from

those prescribed here. Any such offer should make

the rate of recompense completely clear and

should you agree to undertake the duty, this is

entirely voluntary on your part.

OFFICER ANTECEDENCE CHECKS


It has come to our attention that Officer’s criminal records are being accessed for the purpose of witness antecedence checks required by the Courts. We have explored the reasoning for this and have established that this has been a long standing expectation of the Court and one which has historically been carried out by our Vetting Department. With stretched resources, some of this work has been delegated to the Case File Preparers in CJD. All checks are carried out sensitively and are entirely appropriate for Court proceedings. There have been some instances where OIC’s have been requested to carry out these checks – this is not appropraite and any such requests should be refused by the Officer and referred to the Association or CJD for further guidance.

The SOJPA has an obligation to ensure that the views of the members are accurately relayed to government, opinion formers and key stakeholders.


To ensure this, we measure the work we do and what we seek to achieve against our organisational aims and objectives.


The SOJPA agrees that in fulfilling its responsibilities for the welfare and efficiency of its members, the Association at all levels will:

Need a Friend?

A Police Association Friend is an Officer who can offer advice or support, should you be subject to a formal complaint, an internal disciplinary procedure, or procedures relating to your performance and / or attendance.


Should you require advice on raising a grievance or simply need some professional advice, a Committee member would be the most appropriate first point of contact.


Our advice is to always seek out a friend at the earliest opportunity, regardless of whether you believe you need one. They can help:


1. Reduce anxiety around the process you are the subject of


2. Offer support and guidance throughout the process


3. Ensure your rights and entitlements are upheld


Any member of the SoJP can act as a friend to any other member however on occasion the matter in question can prove to be rather complex. For this reason we recommend that you chose someone who is either qualified or has experience in the field. See below for our experienced friends:

ACTIVATING THE ASSOCIATION INSURANCE POLICY


This is intended as a brief guide for those who require “Non-Emergency” legal assistance from the Police Association and instructions on how to activate the Insurance Policy. (See the Policy Page for full details of the coverage).


In the event that you are


a. served with papers indicating that you are being investigated by the Professional Standards Department for a disciplinary matter


and or


b. being investigated for a criminal offence,


in the first instance, contact any Committee member of the Police Association for initial advice. They will be able to assist with advice and can act as an intermediary between you and PSD.


If it is established that you are eligible for legal assistance, we will need to contact the Insurer to activate the Policy.

Complete the ‘Request for Assistance’ document (this will be provided by a committee member), sign it and pass it on to a Committee member of the Police Association. This document confirms that you consent to and authorise the Association to pass your personal details to the insurers without delay, should that become necessary.


The personal details provided include your name, address, telephone numbers and email address.

Once the insurance policy has been activated, all further communication with the Insurer will be direct between you, your appointed Advocate or other Legal representative and the insurer. This communication will be considered private to your specific matter.


If you have difficulties establishing contact with the Insurer, please inform the Association President who will intervene on your behalf.


EMERGENCY COVERAGE


If you are to be interviewed at very short notice for a criminal offence, our Insurer has agreed for legal advice to be arranged without their prior consent.

The PFOA was created to support all those involved in UK Armed Policing ,and their families. Armed Policing has developed and evolved in recent years, PFOA membership is now open to Taser Officers.


We see Taser Officers as the AFO's of the future. The PFOA support the national uplift in Armed Policing. The Trustees and staff are a mixture of serving and retired firearms officers, with many years of experience and extensive knowledge. We offer a unique package of support for members and their families.


We have access to EMDR, CBT therapists and NLP Coaches.


If you want to speak with someone who has been involved in an incident similar to your own, then we will arrange it from our vast network of contacts.


We have members in all forces and agencies. The PFOA is mentioned in the APP Armed Polcing with regards to support for officers and their families.


PFOA training Ltd offers Post Incident training for the police service and private companies and is licensed by the College of Policing to deliver this training.


We are contactable during working hours through the PFOA HQ, either by phone or email, or in an Emergncy via the 24/7 phone supoort line.

What happens when I call?


When you call us, you immediately talk to one of our fully trained and qualified team members who will direct you to the most appropriate support for your situation. Talking about the issue you’re facing can be the first step to helping you make better sense of your concern or query.


We’ll start by asking you a few questions so we understand what information you’re looking for and what support you need.


We’ll also ask for the name of your employer and some memorable information. This is just so we can keep a note of the organisations people are calling us from and also helps us to access your information quickly. Your call is always completely confidential.


Will anyone else know I’ve called?


No. Our service is completely confidential and we won’t tell your employer or anyone else that you’ve called. The very rare exceptions to this are if we think people might be a serious risk to themselves/others or where we are legally obliged to do so.


What information does my employer get?


We think it helps employers to know the general kinds of things that their employees are calling about so they can provide more support if needed.


Every so often we will provide statistics to your employer on the number of people that have called about different types of issues, such as debt. Under no circumstances would any individual employee or family member be identified.

We offer free, confidential one to one specialist change management coaching, either face to face, via Zoom or by telephone, with a fully qualified change management coach. We cover England, Wales, Scotland, Jersey and the Isle of Man.


Sessions are free for as long as you need us. You don't have to talk about anything you don't want to - we work at your pace and what you feel comfortable with.


Following our unique experiences, we recognise the need for rapid preventative interventions, specific coaching and assistance.


Our non-clinical approach is aimed at inspiring, coaching, motivating and supporting individuals to experience real and positive change in their lives by "rethinking your thinking". We encourage everyone to engage in their own recovery and find their "rock".

Being a police officer takes its toll, physically and mentally. Injuries and illness are all too common reducing your ability to perform effectively. No matter how young you are you can suffer, affecting your ability to serve and your family relationships. Flint House exists to help you to heal.


To apply to use the facilities and services provided by Flint House you must be either a serving member of the police service, or a retired officer and have signed-up to donate.


All decisions on admission for treatment will always be based on the merits of each individual case and admission prioritised on the need for treatment.


Serving officers donate £7.37 per month via Direct Debit, less than the cost of a take away coffee per week.

The Listening Lounge is a local Jersey based service that aims to support islanders with their mental health and wellbeing. Our team of counsellors and peer workers provide a range of different support options which can all be accessed free of charge and without the need for a referral.


We are open from 10am until 10pm, 7 days a week.


We are currently appointment based only, with appointments available in-person, online or by phone. Simply call us to book or for more information on 866793.

Life can be challenging, asking for help is a positive thing to do.


There is no charge to access counselling with Mind Jersey.


Our service is offered by compassionate, understanding CPCAB Therapeutic Counsellors trained to Diploma Level 4, who are in their final year and completing their practical workplace experience hours.


We aim to:

Give you a safe time and place to talk to someone who will not judge you


Help you make sense of things and understand yourself better


Help you resolve complicated feelings, or find ways to live with them


Help you recognise unhelpful patterns in the way you think or act and find ways to change them (if you want to)


Sessions may be over telephone or video link, face-to-face, or ‘walk and talk’ therapy to suit your preferences/situation.

Hello! It's Jessica Here, or 'Jess' for short. I am one of your Wellbeing Officers working Monday afternoon (13:30-17:00), Wednesdays (9:00-17:00) and Fridays (9:00-17:00).


I have a passion for Health and Wellbeing and spent many years working in medical health.


In my spare time I like to get outside and do an array of activities including cycling, swimming, horse riding, surfing, gyming and walking.


I also enjoy cooking and am the owner of Humankynd Nutrition.


I am an Associate Registered Nutritionist with a MSc in Nutrition. I also spent 6 years working in medical health as a clinical physiologist and research scientist after completing my initial MSc in Biomedical Sciences in 2014.


ABOUT ME


Hello! It's Steven, Steve or Ste whichever is best for you. I am one of your Wellbeing Officers I work Monday - Friday (08:00-16:00). I can usually be found in the Wellbeing Office on the 1st Floor.


I have a passion for Psychology, Education and Wellbeing after attaining my Psychology Degree I spent 11 years working in Education supporting students with Autism and their families whilst finishing my Counselling Qualifications. I also run a private therapy practice as well as a local non-profit mental health organisation.


I have recently got back into HIIT and Yoga. When I am not out walking, reading and studying, I enjoy cooking.


I have a Level 5 Diploma in Psychotherapeutic Counselling. I am a registered member of The British Association for Counsellor and Psychotherapists and an Accredited Member of National Counselling Society.

PLEASE NOTE: A recall to duty occurs when an Officer has finished their tour of duty and is required to work prior to the start of the next tour of duty. This distinguishes it from a cancellation of a rest day / annual leave day which occurs as a result of a pressing need or requirement that cannot be reasonably avoided. A cancellation relates to the situation at the time the duty is to be performed and NOT the situation when the cancellation is made.
